‘Itanagar water supply project in the final phase of completion’
ITANAGAR, Sept 07: Arunachal Pradesh Governor General (Retd) J J Singh was briefed on the water supply project for Itanagar Township by the Public Health Engineering Department Secretary Er. Tomi Ete at Raj Bhavan, here today. Er. Ete informed that the Rs.115.25 crore JNNURM project, which is being implemented under Prime Minister Special Economic package to Arunachal Pradesh is in the final phase of completion. The PHED Secretary gave a commitment that the project will be completed by December 2012.
Interacting with the senior officials of the department the Governor, who has been
monitoring developmental projects in the State, especially those under PM Package
said that people of the township are suffering due to shortage of portable drinking
water. He emphasized on taking the matter more seriously and exhorted the officials
to complete the project within the set time-
The Governor, who took initiative in delinking the project with setting up of Municipal Corporation, expressed happiness on the progress of the work. Reposing faith on the department officers and people working on the project, he expressed his hope that it will be completed at the earliest.
Assuring adequate fund from the State Government for the project, Secretary to Governor Ankur Garg, who is also State Planning Secretary said that shortage of fund should not be a reason for delaying in completion of the project.
Earlier, with a help of PowerPoint presentation PHED Superintendent Engineer, Er. Toko Jyoti informed that 85% of work has been implemented.
It may be mentioned here that Prime Minister of India laid the foundation Stone of the project in 2008. The Governor made several inspects of the project at different stages of its progress. He also made aerial surveys of the project.
Going into the details of the project, Er. Jyoti further informed that the whole township works on service lines in the sectors, construction of aerators, chemical house, Clariflocculator, filter house and pump house are almost completed. Laying of pipelines is done simultaneously in different parts of the township. He also apprised the Governor on inspections by Third Party monitoring teams and senior officials of Central and State Governments.

TEZU, Sept 07: In a major achievement of the Lohit district police and administration, three cadres of UPDF, namely, Chow Jaan Pangyuk (22), Chow Sanjiv Munglang (19) and Chow Halingta @ Sam Manlai, (29), all from Wingsing village, Nongtaw surrendered before Additional Deputy Commissioner, Namsai yesterday in presence of Deputy Commissioner, Superintendent of Police, officials of 12th Assam Regiment and other civil police officers.
They joined the UPDF a year back, however as per the record they did not involve in any criminal activities till date and there was no specific case registered against them.
Two grenades, one Chinese made pistol, RDS of 22 calibre, and six RDS of 9mm caliber were recovered from them and further investigation is in progress.
They were bound to surrender before the magistrate due to long pursuance and pressure created on them by police, army, SIT and administration. DIPRO

Meanwhile, reacting to the information, the ZPM cum Pasighat Public Welfare Committee Chairman Okom Yosung demanded immediate restoration of power supply from Rina Hydel to provide electricity to Pasighat Township to meet up the crisis during the given period.
He further added that there is no power at Pasighat since Thursday morning, such unscheduled power cuts in the district headquarter has left the people in a helpless situation.

ITANAGAR, Sept 07: The Sector Headquarters of Indo Tibetan Border Police (ITBP) force, Khating Hills here donated furniture and stationary items to Ganga Secondary School under its Civic Action Plan today.
The package for 130 students included sixteen pairs of desks and benches, dictionaries (Cambridge), atlas, blackboards, writing material (papers/copy books), detergent powders etc.
Attending the programme organized to hand over the items to the school authority, Education Minister Bosiram Siram highly appreciated the Force for contributing the items for the benefit of the students in particular and the school as a whole.
“This kind of noble gesture on the part of ITBP is highly appreciable and I salute them for extending the much needed help and support to the students,” Siram said. Addressing the students, Siram advised them to dream high, set a goal and strive to achieve it through hard work. He asked the students to maintain discipline, punctuality and respect teachers for success in life. The minister also appealed to the teachers to devote themselves to teaching and help the students to reach the pinnacle of glory.
In her speech, Borum ZPM Taro Modi, highlighted some problems of the school, such as shortage of teachers, accommodation facilities for girl students etc. and urged the Education Minister to solve them in the larger interest of the students. He also urged the Minister to upgrade the school to higher secondary level.

ITANAGAR, Sept 07: In a first of its kind incident Arunachal Pradesh police has cracked
a cyber crime which was reported at Deomali police station. A complaint was lodged
at Deomali PS regarding making and circulation of MMS on internet on 5th September.

Giving details account of the incident Nupur Prasad, assistant inspector general of police (AIGP) (crime) said police has arrested four people in this regard. Of the four arrested, 3 are police constables.
“During investigation we found that four accused along with 3 girls had gone to riverside at Deomali for a picnic on 5th of September. The four of them took some obscene pictures of girls at some stage of party. They circulated those pictures to their friends using MMS and it was uploaded in internet too,” informed AIGP Nupur. Further she added, “Immediately after receiving complaint from victim, police swung into action. We had arrested one of the accused within few hours of incident and today few more were arrested. Police is looking to arrest more people in this regard.” She also added that APP has started the process of suspension of the three police personnel and a separate departmental enquiry is being carried out.
Is ILP enough to protect rights of indigenous people?

ITANAGAR, Sept 07: Once again the demand for deportation of illegal immigrants has been revived in the entire North East region following the mass exodus of North East people from other parts of the country after the bulk of hate SMS and rumours of attack in the wake of communal violence in some districts of lower Assam.
At the same time chorus for indigenous rights growing louder everyday in the north east region and interestingly all political parties and civil societies in Assam are demanding for the effective implementation of Assam Accord, 1985.
Of late, apprehension of demographic invasion has gripped Meghalaya and Manipur also as they are demanding for Inner Line Permit (ILP) though the Centre turned it down subsequently.
However, Arunachal Pradesh is far from joining the chorus to protect the indigenous rights and identity of tribal people of the state, rather it appears that Arunachal merely reposes its faith on inner line permit (ILP) system to prevent demographic invasion. The illegal immigrant issue and porous check gates are neither a serious issue for Arunachal Pradesh government, nor it is a hot cake for those unions and organizations who are always searching for issues to make their presence felt.
The number of migrants at the state capital Itanagar is surreptitiously soaring up every year. Statistical record says that so far the district administration has issued one year (photo pass) ILP to 45,777 people and temporary pass to 20,746 since 2009. Majority of ILP holders are daily wage labourers and others are the relatives of already employed people from outside the state.
Interestingly migrant workers who obtained fifteen days temporary ILP never return back to the place where they came from, rather they are loitering around in the capital complex in search of job. It is said that once the migrant workers are engaged in work in state Capital, they feel safe, no matter how hard the administration tries to deport them.

When contacted Capital Complex deputy commissioner Sanjay Goel admitted that illegal immigration in state Capital cannot be ruled out. However, he maintained that administration is doing its best to prevent entry of illegal migrants in Capital.
State Govt should think seriously and take up bold steps to thwart influx of illegal immigrants in state capital and chalk out strategy for effective implementation of ILP system before the railways gets operationalized.
RGUSU demands Centre for appointment of regular VC
ITANAGAR, Sept 07: Rajiv Gandhi University Students’ Union (RGUSU), in a memorandum, has urged the Union Minister for Human Resource Development Kapil Sibal for immediate appointment of a regular Vice Chancellor at Rajiv Gandhi University, Rono Hills here.
The university has been left without a regular Vice Chancellor since resignation of Prof. David R. Syiemliehin in June 2012 which has hampered the university's efforts to become the kind of institution it aspired to be. Every policy and development initiative made by the former VC for development of the university came to a complete halt due to absence of a regular VC, the memorandum said.
“We failed to understand the logic of the Ministry to accept the resignation of Prof. R. Syiemliehin and his subsequent appointment as a member of the Union Public Service Commission (UPSC) after he joined the university as regular VC only on September 5, 2011,” the memorandum added. The memorandum also demanded adequate financial assistance during the 12th five year plan for development infrastructure in the university.

KHONSA, Sept 07: The District Level Monitoring Committee (DLMC) in respect of undivided Tirap district held its 4th meeting in the Conference Hall of the Deputy Commissioner, Tirap yesterday.
The Committee held discussion on the progress of various schemes under SPA, NLCPR, ACA and other centrally sponsored schemes pertaining to undivided Tirap district.
Tirap Deputy Commissioner cum Chairman of the DLMC Dr Sachin Shinde while briefing about the importance of DLMC meeting urged the executing departments to avoid duplicacy while taking up new schemes and also maintain transparency and quality of the works. He requested the executing agencies to follow land allotment procedures before the start of the work to avoid future land complicacies. He told the executing departments to bring supporting photographs of all the ongoing schemes in the next DLMC meeting to make it more meaningful. He urged the administrative officers to monitor all the projects in their respective jurisdiction and submit the report. He also insisted on the work depts. to endorse a copy of any new proposal to be taken up in the district. The work depts. were asked to hand over the schemes to the user agency as and when the work get completed so that the objective of the project is achieved.
The committee also suggested the work dept to keep 5 to 10% Performance Guarantee for a period of 1 year to ensure quality of the works. The executing agencies were suggested to coordinate and discussed each other before taking up of any new schemes so that the right hand knows what the left hand is doing.

UDC’s death mourned
ITANAGAR, Sept 07: Taku Welfare Society has condoled the death of Arki Taku after a chronic illness yesterday. Presently, he was serving as UDC under DDSE, Papum Pare.
Taku, 45, is survived by his wife, two sons, four daughters.
His death is an irreparable loss and created a sudden vacuum in the society, TWS said in a release and prayed for eternal peace of the departed soul. It also conveyed deep sense of condolence to the bereaved family.
Taku was son of Taku Tako, a permanent settlement of Myokun Lapang here.

DC emphasizes on creating rain water harvesting
KHONSA, Sept 07: Tirap Deputy Commissioner Dr. Sachin Shinde underscored the need for creating awareness on rain water harvesting to arrest the chronic water scarcity in Tirap, especially during winter.
Addressing a meeting on rain water harvesting in his conference hall here today, Shinde asked the building constriction agencies to mandatorily include rain water harvesting provision whenever they construct any new building.
The participants of the meeting, including Tirap SP Vikramjit Singh, representative from different colonies, schools and churches were shown rain water harvesting projects in other states through a slide show.

Guwahati, Sept 07: An earthquake of 'slight' intensity measuring 4.2 on the Richter scale shook Assam and other North East states last midnight, according to the Regional Meteorological Centre here. No casualty or damage to property has been reported so far. The tremor occurred around 11.57 pm yesterday with its epicentre in latitude 25.7 degree north and longitude 91.1 degree east at a depth of 10 km in Meghalaya's West Khasi Hills district, according to the Met office. As per reports received here today, the quake jolted Meghalaya, Arunachal Pradesh, Assam, Manipur and Nagaland. PTI

Let us impress upon our children to dress and behave properly
Dear Editor,
It reveals through the media that young women are molested or atrocities meted out to them. It is a grave concern for all the parents who love their children more than their life.
It is a well known fact that all the parents in these modern days take care of their children in every possible way right from their birth to education till their proper establishment. They provide all type of comfort so that their children could excel in their academic career. I do agree that we should grant freedom of speech to be a good orator, freedom of expression to do away with shyness and freedom of education to be successful person in life, but the freedom of dress being enjoyed by the young women of present days are beyond its limit. I do not mean that a dress code should be enacted especially for the young women and school going girls students but it looks good categorically when women wear cloth decently in their schools, colleges, working places and even in their personal life. In this direction, good steps have been taken up by the Government schools, but certain private schools are yet to see its ray. It is so awkward when young girls wear miniskirts. There is a general query that what would be atmosphere of that family and the institution where they live and learn.
What is generally observed that exposing a body parts has become a kind of fashion for today’s young generation which they adopted from the glamorous world like Cinemas and TV shows. Women could be more beautiful and attractive in their soft spoken, good manner and decent way of life. For some it might be a matter of pride to expose their body parts and thinks it as their birth rights, but it seems that these children are being swayed away by the modern storms which are blowing them away in to the jaws of death and destruction. But then what about we parents! Don’t we lead them to the snare by ignoring them? How could we lose our children’s life for the sake of a mere dress!
I agree that as parents our eyes are blindfolded and we do not see them in that sense as we are adapted to it since their birth, but what about the wolves and hyenas prowling around if a daughter is wearing a dress that attracts the sensitivity of the onlookers or a dress that is not acceptable to the Society ?
We come to know through media that many organizations including women welfare organizations are expressing anguish over molestation, rape, murder and other atrocities meted out to the weaker section of the society, especially the young generation. However, no one has pondered upon the causes behind it, whereas the cause and its solution lie in the hands of parents and the children themselves. Here, some may question how had that happened to my children though she was not used to it ? The answer is simple, it was victimized due to ignition created by another show off children. Today it has happened to theirs, tomorrow it may happen to yours. So why not the parents, brothers, uncles and aunts take up the responsibility to discourage the children from wearing such vulnerable dresses and impress upon them to dress and behave properly.
Lastly, an appeal is made to the women organizations and the associations to voice against such prevailing atmosphere that has penetrated deep into our family and the society like a killer cancer and lay down necessary Dos and Do nots on dress and also ban the sale of certain clothes not worthy to be worn by the young girls.

Pollution and twin capital city
Dear Editor,
Through the columns of your esteemed newspaper, I want to put forward a big issue regarding the ratio of pollution and development in the capital complex.
Our capital is in such a condition these days that there is just a narrow gap between us and the pollution. It is accepted that greater development leads to greater pollution, but in our twin capital city, there is no balance between pollution and development and pollution is growing rapidly than development process.
We can not only blame the authorities for the increasing polluted environment, people are also responsible for it. Management alone will not able to do anything without the support of people. People of our town should equally shoulder responsibility to save environment and control pollution. It is our town, keep it clean.

Global Competitive Index
India’s ranking declined by three places to 59th position in the Global Competitiveness
Index 2012-
The country, which was once ahead of Brazil and South Africa, now trails them by some 10 places and lags behind China by a margin of 30 positions.
The global list was topped by Switzerland for the fourth consecutive year, followed by Singapore in second position and Finland in third position, which overtook Sweden (4th).
Among the top ten competitive countries, the Netherlands was ranked in the 5th place, followed by Germany (6th), the United States (7th) and United Kingdom (8th), Hong Kong (9th) and Japan (10th).
“India continues to be penalised for its disappointing performance in the areas considered to be the basic factors underpinning competitiveness,” the news agency PTI said while quoting the report.
The report noted that India’s infrastructure is largely “insufficient” and “ill-
WEF however, said that despite “challenges”, India does possess a number of strengths in the more advanced and complex drivers of competitiveness.
“India can rely on a fairly well developed and sophisticated financial market that can channel financial resources to good use, and it boasts reasonably sophisticated and innovative businesses,” WEF said.
